The Technical Management Specialist Technical Certificate at Southeastern Technical College was created primarily to build on the knowledge a student has already gained through a Technical Certificate of Credit (TCC), diploma, or associate's program. Completing this program provides students with some proficiency in management and leadership skills and qualities. The courses taken during this program are intended to introduce, develop, and reinforce a student's knowledge in their current area of expertise.
According to the program department, management candidates are individuals that are able to effectively coordinate the people and equipment involved in various organizational processes. Graduates of this program should possess leadership, determination, and motivational qualities in addition to sound business judgement, managers supervise others, delegate projects, and decide upon priorities in a business setting. Graduates seeking additional education should be able to do so at the associate or bachelor's level.
To complete this program, students must complete a sequence of prescribed and elective courses resulting in a total of 24 hours of credit. Though most classes are required, students must choose between Employment Law, a class that exposes potential managers to subjects like laws of employment and the Fair Labor Standards act, and Labor Management Relations, which focuses on the relationships between various levels of personnel in an organization. The required classes for this program look into the management of human resources and principles of management, as well as introduce students to computer concepts essential to effective management in a modern setting.

The story of today’s Southeastern Technical College begins in Emanuel County in 1963. That year, Swainsboro Area Vocational Technical School opened, made real through the efforts and support of the local legislators and citizens in the Emanuel County area. Swainsboro Area Vocational Technical School converted to state governance in 1987 and was renamed Swainsboro Technical Institute. The school became Southeastern Technical College in 1990.
