Are you trying to transition into becoming a psychologist? If so, it is in your best interest to attend an APA accredited program. There are no programs that are completely online, and the closest is fielding (distrbuted learning model with local “clusters). It is not a requirement to practice in Texas, but you will be going up against those with APA accreditation. There are some online PhD programs in psychology that may be up your alley, but there aren’t many online PsyD programs. The doctorate does not have to be based in TX although as you are perhaps aware of, some companies/institutions consider where ones education and training initiated from.
My main concern is accreditation & national perception.

Since you are already licensed this may not matter but I do want to mention that there is only one online school that holds APA accreditation.
Based in California, Fielding Graduate University offers a number of doctorate programs that you may be interested in.
GetEducated profiles 15 online psychology doctorate programs.
Unfortunately none of these programs are based in Texas. Are you looking only for a Texas based online doctorate?
