Is Penn Foster Regionally Accredited?

Hello, I recently found out that Penn Foster has recently received regional accreditation as well, confirmed the same with the following organization: Commission on Secondary Schools of the Middle States Association of Colleges and Schools, 3624 Market Street, Philadelphia, PA. 215-662-5603 www.msa-cess.org. Could you please confirm the same? I'm interested in taking up Medical Billing & Coding online course from them. Suggestion for any other affordable online course is much appreciated as well.
