You are correct that this is a very complex issue. Many business bloggers are assuming that online learning will reduce physical infrastructure costs -- which it does -- and that this factor will logically reduce tuition costs.

The policies you cite -- of state money rules and regs and cost recovery principles that can affect online and extension learning -- are great examples of how higher education does not follow logical free market principles in pricing their programs. The way higher ed is funded is very complex and unless one looks at the funding models they cannot understand and arrive at the true picture of how online education is being priced in this country.

For example, I work at a 4 year public institution and we get state money to assist with keeping the cost of tuition down for the on-campus students. If you look at the cost of a person attending college, tuition is only 1 of the costs--food, rent, gas, etc. all add pretty quickly.</description>
